SYSTEMS 4 UI : Planar Zone Direction resources are out of order

Expected Results:
Planar Zone Direction resources are out of order.  The resources for the Radio buttons needs to be ordered as it was before.
From Yanhua:
"Found an issue about Planar Zone Direction dialog. I do not know who did change the tab order of radio options in Planar Zone Direction dialog recently. Now Planar Zone Direction function (TK 104451 with ER503532) is not working. But resource is frozed, I am waiting the time that the resources can be updated again."

Only need exchange the tab order of “vector” radio with “feature” radio. The correct radio order is high lightened  as below.

Hi guys,

This PR #260714 is another one Yanhua discovered recently where the Radio button re-order has caused a bug.  The fix is in the Resource.rc.  I filed the report but assigned it to Neil.
