PR 254014 TP values are wrong when I use hole pattern function

TP values are wrong when I use hole pattern function to get other holes TP values, I found that the nominal polar angles didn't update in true position command of FCF, the legacy method works correctly,please see the file tp_polar.rar on the server,thanks.

This is a paste with pattern issue.  The CPCDFeatCtrlFrm command did not support update_with_offsets().

Fixed in V42 beta, V43B, V44B.
