i think the key is to look at the ratio of yield strength to ultimate tensile strength. aci chapter 21, section 21.2.5 provides guidelines, but your designations appear to be non-u.s. so i don't know what your steel grades are. the general limit is to keep the ratio of actual ultimate tensile strength to actual tnesile yield strength higher than than 1.25. this ensures good ductility in the bars.
they also require that the actual yield strength of the bars, based on mill tests, not exceed the specified yield strength by more than 18,000 psi (496 kg/cm^2)
