can brick ties be attached to existing cmu backup?
silly question...if you have an existing cmu block + brick veneer wall system, and a big portion of brick is damaged, can you simply strip off the brick and attach new brick ties to the existing cmu, then lay in new brick?  
or do you have to replace the cmu backup also so that you can embed your new brick ties in new cmu mortar joints?

you could install new brick ties to the cmu backup as shown in the lower left diagram.  be sure to use an appropriate fastener such as the 3/8" hilti hit hy 20 into hollow cmu.
here is the other diagram . . .  
i don't see any reason why you could not puch small holes thru one side of the cmu at a 2' grid and install the brick ties, then grout the vertical cell between the horizontal bond beams - assuming a wall that is not fully grouted of course.  this seems to be implied in the second diagram.
would also have to make another hole just below each bond beam to insert the grout at each cell used.  if k-web was used though, you would have to use more grout, but itshould still work.

power fasteners into the face of the cmu will provide connection for corrugated galvanized brick attachment straps.
i've specified 'plug and screw' for this application.
are you asking about little corrugated brick ties?  if so, i would use a masonry cut nail or a tapcon to fasten to existing block.  
attaching veneer to a structure is not rocket science unless you want to make that out of it.
because veneer is vertically suported and the lateral loads are low, the necessary code requiments are minimal and are a measure of practicality.
power actuated fasteners are satisfactory and hand installed (cut nails or tapcons) are probably overkill. it is not more critical than attaching vinyl siding to a wood frame structure - the same code requirements apply.

you can use a heckmann (
paf's may be ok, but most masonry crews (where i'm from) do not have these.  they do typically have hammers and drills.
