i am trying to design a shear connection for plank to the top of a concrete wall.  i would like to run a continuous angle on the top interior corner of wall and embed hooked bars into the concrete.  my issue is in trying to develop the allowable shear capacity of the embedded hooked bars based on aci appendix d.  appendix d provides the design for shear capacity parallel to the edge as a function of the shear capacity perpendicular to the edge.  based on the appendix the embed would have no shear capacity perpendicular to the edge, which i would never assume, but i am comfortable assuming shear capacity parallel to the edge.  i just need a method for determine the shear capacity.  does anyone have any suggestions or resources to recommend?

i would use the principles of shear friction, as given in aci 318, chapter 11. in order to use shear friction, you do have to fully develop the hooked bars... i would use dbas (deformed bar anchors) conforming to astm a496. this is a low-carbon, weldable deformed bar.
instead of hooked bars, try headed studs.  the area of the cone developed as per appendix d times the shear capacity per area gives the pull out value.  put as many studs as necessary, (one per 6-8").
