PR257376 - Circular runout (FCF) created in V42R MR2 is corrupted when loaded

I created a legacy total runout, legacy circular runout, FCF total runout, FCF circular runout in V42 MR2.  Then I loaded this program into V431.  The FCF circular runout is corrupted. All the other dimensions are ok.

Steps to reproduce:
Load attached program in V431
Display report

Results:
Circular runout is corrupted (Also corrupted in edit window.)

The issue here is that the resource id for circular runout changed in V43 because of the addition of true position in-between.  This affected only circular runout.  I have fixed this in the serialize(...) method of CPCDFeatCtrlFrm by converting to the V43 id when loading a pre-V43 program and converting to the V42 id when saving to a pre-V43 version.

Fixed in V431, V43B, V44B.
