where will i get the total data, consideration and design steps for design of structure in high wind and tornado striking zone
first off, refer to asce 7 for general information on wind loading and other design loads.
don't assume that everything in a tornado zone (ie, 2/3 of the us) is designed for tornados.  we'd all be living in bank vaults if that was the case.
there should be no end of technical papers on the subject if you have an engineering library available.  i re  
if you really do need to be designing for tornado type winds (such as community emergency shelters) the icc/nssa has been developing a storm shelter standard for some time and it is now in the final draft stages.

if this is a timber house there is a timber design guide for high wind areas - look up the timber societies. also try fema (although this may be a bit outdated).

you'll need to look in the building code for your region or country.  it may directly contain that information or it may reference another document.  the asce 7 to which the others refer is used in the us.
