ohsa 1000 lbs. load requirement
when designing for the 1000 lbs. concentrated load required in ohsa (29cfr1910)does the allowable stress of the steel need to be used or can the ultimate stress be used?
i would think that the allowable would be required.
osha has defined your load.  aisc helps you calculate the allowable stress.  yield and ultimate strengths are generally not used as allowable stresses - they are used as factors in the equations.
what specific section are you referencing?
i know some of the requirements, as on scaffolding, call for the item to support "4 times the intended load without failure" or something of that sort.  which to me implies something like lrfd using a load factor of 4.
"4 times the intended load without failure" does not imply either asd or lrfd design methods.  you can use either asd (allowable stress) or lrfd (ultimate strength) to calculate the member size to support the load.  both methods have appropriate safety factors in addition to the "4 times the intended load without failure" required by osha.  i recommend you contact a licensed structural engineer familiar with steel design using one of the aisc specs.
