pe sealingstamping of lp drawings

pe sealing/stamping of l&p drawings
are ladder and platform (l&p) drawings required to be stamped or sealed by a professional engineer in the states of indiana, lousiana and texas?
the l&p's are attached to a nonbuilding structure (asme pressure vessel).
if the work in question constitutes engineering and isn't exempt for one reason or another, then the state engineering laws would require it.
thanks for the reply jstephen. the reason i asked the question about sealing or stamping is that i wanted to confirm if the platforms attached to the vessels are considered non-exempt structures in the states mentioned.
let me rephrase the question. are platforms attached to vessels considered "exempt structures" in the states of indiana, louisiana and texas? none of the platforms exceed 250 sq. ft. platforms are located at different elevatons and the highest platform is located at 220 ft. from grade. the platforms are for private use and are mostly used during plant maintenance or shutdown and occasionally used during plant operation. platforms have been designed and calculated to meet safety (osha) and building codes (ibc & asce). the question now is whether the platform drawings need to be sealed or stamped by a professional structural engineer in the local jurisdiction
i'd appreciate very much if somebody could post the link to the local building authority in indiana, texas & louisiana. one would have peace of mind if the drawings are sealed/stamped, but if it is not really required, why the hassle of doing it.

you should call the state boards and ask them:
the boards will undoubtedly say "yes" but the fact is - if no building permits are pulled which might be the case for a retrofit or new work in an established industrial site - no one will ever care.
however - for your protection - you might want to get it done - regardless.

  the industry excemption to stamping and sealing apply to louisiana and texas. whiting, indiana refineries are also not stamped.  
as i understand it, the industrial exemptions would apply for refineries doing their own work.  if outside engineers are doing engineering for them, that is not exempt.
read the law. third party contractors working for the refinery are expressly mentioned.
