he use grade 350w steel

the use grade 350w steel
i am working on a proposal to move from grade 300w to grade 350w steel as a general purpose steel in my country.there are counties that have upgraded their general prupose steel and i need help on literature with regards to high perfomance steels and considerations when such moves were done.

it's not exactly what you're after, however this paper on the evolution of australian structural steel and pressure vessel plate may be of interest to you:
in canada, 350w steel is common... a bit of a hiccup on one of my earlier projects; some steel sections that are class 1 in 300w are now class 2 in 350w... and can't be used for plastic design.  problem comes from consideration of alternating load patterns.

bear in mind that, high strength steels are ok as long as `stress` is your design criteria and usually associated with `shorter` beams. if `deflection` is critical, usual on `longer` beams, then using a high strength steel will make no difference, as `e` (young's modulus of elasticity) is virtually the same regardless of strength.
