welding of crane runways

our canadian welding code csa w59 governs the welding of crane runways. a built-up shape consistimg of a "w" shape and a "c" shape cap are customarily welded with intermittent fillet welds that are 3" on 12" or 4" on 12". the actual size of weld and length would be governed by the loading condition. in the chapter under dynamic loading there is a provision that requires the clear space between the welds to be 12 times the thickness of the least thick material. if the web of the "c" was 1/4" the clear space would 3". runway fabricators are ignoring this provision because of the extra welding and the problem of distortion. some structural engineers are starting to enforce it which results in messy disputes. it is my understanding that this clause of our code is borrowed from aashto or aws d1.1. is anyone aware of the research that this is based on or is there a commentary available ?
