why can't you add it to /assembly? what is the problem? do you get an error message?
i think we need a few more details before the answer can be figured out.

because i want to add vb template into vb.net 2005,it's must copy "swvbaddin.zip" into the project template folder, drag and drop "solidworkstools.dll" into this directory "c:\windows\assembly", this step has error like picture below. when start vb. project in vb.net it's works, but when debugging it's have this error "cannot register assembly"c:\user\tx2004\appdata\temporary project\swvbaddin1\bin\swvbaddin1.dll"exception has been thrown by the target of an invocation"
thanks,

hello shukree,
was solidworks running when you tried to drag and drop the .dll file? if so make sure that you close it before trying to replace any files in the assembly folder.

hi, stavros
solidworks is not open when i drag and drop .dll, i use windows vista os. is it cause of an error? is that template support for vista? because in windows xp os it's can drag&drop .dll into assembly folder.
thanhs,
shukree
here is a tip i found online.
when attempting to manually add the solidworkstools.dll to the gac myself via the "gacutil /i solidworkstools.dll" command, i was informed by windows that..."failure adding assembly to the cache: access denied. you might not have sufficient priviliges...blah...blah...blah..." i was quite surprised at this since i am an administrator and only user on this machine. after looking through some google hits, (i love you google-you are always my shoulder to cry on when microsoft makes me sad) i followed a poster's recommendation and turned off "user account control" from the control panel. this required a reboot but once i did it, i was able to add solidworkstools.dll to the gac and then i was able to create a new vb 2008 solidworks add-in. hooray!
hopefully this will work for you.
