calculate symmetry is wrong when use FCF

When I use FCF mode to calculate the symmetry the result is wrong,please see the fcf_symmetry.rar on the server.
Steps to reproduce:
1, create 3 hits on each side of two planes
2,construct the mid line with these 6 hits
3,construct the feature set with 6 hits
4,calculate the symmetry with feature set and mid line.
5,the result is wrong.

Paola, I added an additional change to set the direction of measurement when the datum is a line. This is the same as what is done in the legacy math. Now the results for legacy and FCF are identical to 5 places.

I fixed an error in do_symmetry_set() used for FCF calculation.
Now FCF and legacy symmetry are equivalent when applied to a feature set.
