Add new dimension following dimension without feature and ap crashes.

Add new dimension following dimension without feature and ap crashes.  I found this in V44B but expect it is a problem in all versions.

Steps to reproduce:
Load program attached to 253380 which has dimensions with no features.
Go to end of program.
Add a point feature.
Add a location dimension.

Results:
ap crashes

Expected Results:
no crash

This was a problem of dereferencing a null pointer.
Fixed in V431, V43B, V44B.
