Which difference is between CXactMath::IsPointOnLine function and CPCDdatum_reference::axis_point function?

Yes, these two routines do the same thing.  They check to see if a point is on an axis within some tolerance.

Which difference is between CXactMath::IsPointOnLine function and CPCDdatum_reference::axis_point function? It seems that they have a same role. Are the two fuctions roles to check point  on axis or not?
