For checking GD&T dimension for PROFILE of a LINE or Surface, is it absolute required to have a CAD file nominal for checking in Pcdmis?
Without using the CAD file, after scan Pcdmis always will report GD&T profile line as measured = 0 value

Expected Results:
Even without CAD, should the dimension Profile reports (Max-Min) deviation

The issue here is that profile needs nominal points since the profile calculation is measuring the deviation of each measure point from the corresponding nominal point along the nominal vector. With a Linear Open scan there is no nominal data since you are defining only a start point and scan direction and the cmm is tracking the surface to return measure points. You could use a Linear Closed scan, but you will need a cad model to create a Closed scan since that is the only way to define the nominal scan points.
