FCF true position on a point should not report any size data.

When the FCF true position is on a point with no datums of size at material condition, the report tables should not include the "Size" table.  Reporting a "Size" table for points will confuse the user.  The "Size" table is only meaningful when features of size or datums of size at material condition are used.  This is requested by SEA Singapore.
