Review - PR 259369 V44 Dimension/GDT Tests: Why does the Dimension - Angle

data is in 01282009_01a.zip.  Why does the Dimension - Angle dialog box default to "To X Axis"?

Steps to reproduce:
In version V432, when you insert a Dimension - Angle, the dialog defaults to the "To Feature" radio button.

In version V4.4b, the saame dialog defaults to having the "To X Axis" radio button selected.

Consequently, without realizing it, and having two lines selected, it inserted two dimensions, both relative to the X axis instead of to each other.
