I merged only the changes for FeatCtrlFrmDlg.cpp from #248563 to V42 MR2 which is all that is needed to address this specific issue.

This is only a problem in V42R MR2.
It is not a problem in V431 (V43 MR1), V43B, V44B because it was fixed by #248563.  Actually, only the fix to FeatCtrlFrmDlg.cpp to remove the unnecessary calls to SetActivePage(...) which end up invoking OnKillActive(...)  is necessary to fix the problem of this PR.
Tim, should we go ahead and fix this in V42 MR2?

This is a case where features being created consecutively are failing.  If creating several FCF's in a row, the MMC modifier is shown in the dialog.  But when they are created in the Edit Window sometimes the modifiers are missing.
