inter-story drift ratio vs. overall story drift ratio
as we al know, the inter-story drift ratio is an important coefficient in the high-rise building design. however, is the maximum displacement / building height considered as a more important index in us design? say, satisfy the wind load to 1/400 x h.

it's more important just like bending moment is more important than shear.
you have to check them both.
however, if you design each story for an interstory drift of h/400, your total drift will be less than or equal to h/400, though if you design the total building for h/400, it doesn't mean each story deflection is less than h/400.
