is it naamm metal stairs manual a good reference?
i'm trying to use it for a set of residential steel stairs design/detailing. are there any design procedures included in it so i can support my shop drawings with the city? please let me know a good reference for steel stairs design. thanks!

yes! this is the steel stair "bible". you should find all your required info there.
i have used the manual the only exception i ever took with it is in their design assumptions for guard rails. they allow you to reduce the required force at the top of the canted posts because of supposed continuity of the top railing. i was alwyas much more comfortable designing the post for the full 200 lb point load or the tributary width of the post times 50 lb per foot. maybe i am too cautious.
i specialize on stairs and handrails. i have been using the naamm for years and it is a good manual. regarding the handrail portion.... there is no good reference.. naamm, julius blum, sbcci, etc, etc.  the gurus of structural engineering still do not have a reliable standard. i always develop my own model using sap or a similar software.  you will be surprised on the stress reductions and the results.
