masonry wall to resist wind but not flood load
does anyone know a fema link or any detailing info. on designing first floor masonry in florida to resist wind loads but to collapse under hurricane flood load with minimal damage to superstructure?

the 1 sq inch hole for every 1 sq. ft. of interior space provision applies to equalization of flood waters not to velocity flood forces such as those present in hurricane flooding. follow the provisions for hydrodynamic forces due to velocity flooding.
