edit location (LOC7)-change to CIR6 selected, axis list is not updated.

Steps to reproduce:
1. F9 edit LOC7
2. select CIR6
Results:
axis list is not updated.
Expected Results:
axis list is not updated.
PS: after click "clear" and select "CIR6", axis list is updated.

Yanhua, this works correctly.  However, I question why you created an overloaded version of SetupFeatureList with an argurment since the overloaded version is called from only one place and it is passed in m_bEditing which the overloaded version of SetupFeatureList checks anyways.  It seems this could have been implemented in a more straightforward manner without the creation of a new method.
