google only gives me one reference, to a collapse of a multi storey parking structure during construction, where it discusses "the skeletal parking structure".  i take that simply to mean the partially built steel skeleton (also the title of the classic book on plastic thoery by prof j. baker and others).
yeah, thats what i would anticipate it to mean.  my boss asked me if i've ever heard of it.  sounds to me like a steel framed parking garage.
