as a pe (and se) in the us, could someone out there provide some quick guidance as to how a us engineer could get licensed in canada and what kinds of requirements, limitations, etc. exist?  is there any kind of reciprocity?  does the firm have to get some kind of corporate license?  are there tax issues?

engineers in canada are licensed by the province, so it'd depend where you want to work.  if you want ot work in ontario, contact the professional engineers ontario (yahoo peo).  reciprocity is something you'd have to discuss with the provincial organisation.  in ontario i think you'd need a "certificate of authorisation".

how about canadian p.eng. to work in us for a period? can they get licensed with some certificate or they need to go through the procedure as new applicants?

if you want to get a license in bc as a se pe and this se is washington state or california, technically you should have no problem getting the license.  however you will be required to write and pass their "law and ethics" exam as well as knowledge of the bc building code. an se designation is only required for certain structures.  i would set aside some months to review their laws and how it applies to p.eng.'s in bc.  contact the association of professional engineers and geoscientists of british columbia (apegbc) for further information.
as far as i know their is no reciprocity for foreign engineers in canada.

you will have to start with the fe just like new applicants.  as far as i know a person with a recognized ph.d. in engineering typically does not have to write the fe.  this is definitely a stumbling block for canadian engineers.
