wall footing
the concrete contractor failed to provide a key prior to concrete pouring. they are now proposing the use of an adhesive between the footing surface and the wall above. the structure is located in a seismic area.
any comments or recommendations would help.

sigma1,
depending on the function of the wall, a key may not be required. you may also want to consider installing drilled and epoxied dowels. good luck.
wall and footings below grade will most likely be exposed to moisture. adhesive comes in all types, some which may lose their strength when exposed to moisture. to me, this is a very poor choice!
i would recommend getting the required shear capacity by drilling and epoxying extra dowels into the footing. look at the shear friction criteria in aci to size them. make sure that you use a moisture insensitive epoxy with adequate working time.
good luck!
does the wall itself have enough shear capacity to withstand the loads?  keep in mind that the shear equation in aci 318 is for a shear that is "d" distance away from the support.
have him cut or jackhammer out the required keyway.  assuming this is a retaining wall of some sort, the owner (architect) usually requires a sort of water block material in the keyway.  if shear is all you're worried about, check into drilling and epoxying dowels.
