weld strength
what is the stronger of the two welds if they are used for welding the same thickness sheet of cusi plate?  carbon arc or tig?

before this question can be answered the following items need to be examined.
- joint design
- filler metals
- preheat and post weld heat treatment
- control of interpass temperature
- base metal cleaning techniques
- shape of weld - convex or concave
- heat input
- shielding and purge gases
- skill level of the welder
well you need to clarify you question a bit more than that.
what do you mean by carbon arc welding?  i've seen sheet metal guys use carbon rods on straight polarity with "coat hanger"(sic), but what else do you mean?
at any rate, probably the best welds in most critical applications (pressure piping, nuclear facilities, refineries, etc.) are tig.  it is slower and often difficult to implement in the field but consistently gives a near perfect weld in the hands of a professional.
this is not to say that stick or mig cannot yield "perfect" welds, they can and i have done my share but---that is not  what you asked.
