welding aisi 4140 material
does anyone have experience in welding aisi 4140 material to astm a36 material?  can i use e70xx electrodes?  is preheat and postheat necessary?  i contacted aws and they had no help on this.

try lincoln electric.
both 4140 and a36 are easily weldable by essentially any of the processes.  while you can use conventional e70xx electrodes, be a bit careful about which filler you use.  remember, 4140 is a hardenable, heat treatable material with manganese as an alloying agent, so you don't want to select an electrode contrary to this.
if you weld 4140 than has been heat treated you will have to do some level of post-weld heat treatment to restore its mechanical properties.  since you are tying to a36 this might not be a big deal.
pre-heat and post-heat will be dictated by thickness of the parts as well as the restoration of mechanical properties.
