asce 37-02 construction wind loads

asce 37-02 construction wind loads
i am designing an exterior temporary construction wall (38'6" tall).  the wall may be in place for quite some time (6-12 months) so i was designing using components and cladding wind loads from asce 7-05.  my office does not have a copy of the asce 37-02 "design loads on structures during construction".  i ordered the book today, but i the project may not have the time to wait for it.  my questions are as follows:
1.  does the asce 37-02 cover wind loads?  what is the maximum duration that they allow a structure to remain and  still be considered "temporary construction"?
2.  if i have a wind speed of 100 mph, exposure c, aeff = 500 psf, gamma of 1.49 (rh=40'), what type of reduction in the wind load would i expect?  is it worth taking this reduciton?  right now the interior c&c wind load is 14.9*1.49 = 22.2 psf.

asce 37-02 has you reduce the design wind speed based on your construction period.  for a period of 6 weeks to 1 year, the reduction factor is 0.8.  so your 100 mph wind speed would become 80 mph.  use that speed in the asce 7 equations to calculate your wind pressure.  the speed gets squared, so your wind pressures would be reduced by 0.64.
