Legacy true position should default with "Use Datums" off

Since legacy dimensions should only be used in cases where the user wants a true position to the current active alignment and is not specifying datums, the legacy true position dialog should default with "Use Datums" turned off. When datums are needed, the user should use the FCF dialog.

Fixed in V42 beta and V43B.
This does not affect existing programs. This just means that with a new program the default for the legacy true position dialog has "Use Datums" turned off. If the user turns "Use Datums" on, then that "on" state is remembered.
