Receiving a error "rimary Axis is not Parallel to Secondary Axis, so tertiary is not allowed"

Use the uploaded program to creat a simple, and very common, datum scheme.  Creat an FCF with datum A, B, and C - in that order, you will get a "rimary Axis is not Parallel to Secondary Axis, so tertiary is not allowed" error.
I spoke with Don about this and he understands the issue.  We have and will have a lot of complaints due to this thing.  Please prioritize very high.

This is causing problems for customers.  According to Y14.5, no tertiary should be allowed in this case (the secondary also controls Z translation) but customers use the tertiary to set          the Z translation.  Create_datum_reference_frame(...) will use the tertiary, if specified, to set the Z translation, else the secondary will set the Z translation which is the behavior expected by customers.
Fixed in V42 beta, V43B, V44B.
