pile to pile cap connection
i have a 45cm diameter steel pipe pile that i'm attaching to a  reinforced concrete pile cap (thickness=70cm), by embedding rebars into a concrete plug in the pipe pile, and hooking them into the pile cap. the bars in the pile are 12#8.
the specific question is, what specification define this type of connection, between the pile and the pile cap?

you can treat the concrete plug in the steel pile as ordinary concrete pile and read the suggestions in
depending on the environment and expected service life of the completed structure, a better solution might be to effectively turn the top 90 to 145 cm of the annulus of the pipe into a concrete pier "stub."  that way, the rebar will be completely encased in concrete, welding to rebar is not required, and minor alignment corrections (of the rebar) can be made fairly easily.
if the top of the pipe ever becomes corroded, the cap won't have to be altered unless the concrete and rebar have been compromised.  the corroded section can be removed and replaced without a lot of hoorah.  you can't do that if the rebar is welded to the pipe -
