If you click OK, FCF will be all messed up.
Steps to reproduce:
Load attached program.
F9 on FCFLOC1
change tol on upper segment
go to Advanced tab
Results:
no axis list displayed

Fixed the last problem : If you edit the plus size tol on the FCF dialog, then activate the minus size tol but select the advanced tab before deactivating the minus tol, the axis list correctly shows the changed plus tol but if you go back to the main FCF dialog, the plus size tol has been lost.  This does not occur if you deactivate the minus size tol before switching to the advanced tab.  Same thing happens if you invert the roles of plus size tol/ minus size tol.

I have fixed the main issue of this PR.  
I found an additional problem in that if you edit the size tols on the FCF dialog, the size tols in the axis list of the advanced tab were not set on all the features of a multi-feature true position FCF.  I have fixed this also.
However, there is still an odd problem.  If you edit the plus size tol on the FCF dialog, then activate the minus size tol but select the advanced tab before deactivating the minus tol, the axis list correctly shows the changed plus tol but if you go back to the main FCF dialog, the plus size tol has been lost.  This does not occur if you deactivate the minus size tol before switching to the advanced tab.  Same thing happens if you invert the roles of plus size tol/ minus size tol.
