is it possible with directdwg activex to create vectorhatches which are defined in an external pat file

yes, it is possible ( at least in upcomming release). you should set support path to folder where pattern located and then you could create new pattern:
dim oapp as iacadapplication
dim odb as iacaddatabase
dim hatchobj as iacadhatch
.......
oapp.preferences.files.supportpath = "c:\myapp\patterns\"
' define the hatch
patternname = "myown"
patterntype = achatchpatterntypecustomdefined
bassociativity = true
' create the associative hatch object
set hatchobj = odb.modelspace.addhatch(patterntype, patternname, bassociativity)
.......
myown.pat file locates in 'c:\myapp\patterns\'
