how to know wether an oddb2lineangulardimension is measured counterclockwise or clockwise from "xline1" to "xline2" ?
what is the meaning of "extarcon" ?

it depends on arc point. it is between "xline1" and "xline2".

it is new acad2008 feature. here is from acad help.
"angular dimension text - you can control the location of the text of angular dimensions outside the angle being measured. if the text is specified outside the angle, an extended dimension arc is created to the dimension text."
