i can get the arc segment of lwpolyline by getarcsegat(segmentindex, odgecircarc3d).
if the lwpolyline is transformed by non-uniform scale matrix, how should i deal with the arc segment?
odgecircarc3d has no gettransformedcopy().

make odgeellipticarc3d from odgecircarc3d and transform it.
