if you read at the end of allowable stress combinations, they do not allow for increase in allowable stress. does this mean we cannot increase soil bearing capacity 33% due to wind or seismic load.
if i'm not mistaken, that is a question for the project geotech. typically, at least on the projects i have worked on, they allow an increase for such loads, but i don't think it is spelled out in asce 7.
