girder splices
i know this sounds a little bit odd but i have to ask the question. the question is has anyone come across a deep girder moment splice with only top flange splice and a web splice i.e. the bottom flanges are not spliced. if you have come across this please be kind enough to provide some design guidelines or reference material. thanks.

that's right. bottom side being the tension side if you can believe it.
it was most likely a case were the welder forgot to come back and finish the splice after a long lunch.

it is not a moment splice unless both flanges are spliced. are you sure it is not just a shear splice? the top flange plate could be just for lateral load continuity.
