are the requirements for the minimum horizontal steel (0.007ag)in a masonry wall for wind design the same as for seismic loading. i looking at a masonry wall in 130-mph wind speed.
looks like your wind pressure would generates a reaction high enough to push you beyond the minimum requirement, unless you stick to one way design.
i am curious as to which code requires .007ag horizontal reinforement in masonry walls. that is a lot of reinforcement, and it must be for seismic loading. wind loading normal to walls is usually taken by one way bending between floors, with only a nominal amount of horizontal reinforcing. a greater amount of horizontal reinforcement is often required in shear walls of multistorey buildings, but that doesn't come under "minimum requirements".
there's a digit missing in the number. it's .0007ag for seismic class d and above in aci 530-02 1.13.5
in that case, that is not much reinforcement, but is about twice the amount some codes prescribe for "secondary reinforcement" in reinforced masonry.
