if i am pinning my foundation wall to ledge and the ledge is located shallower than the code required depth for frost, do i need to insulate the wall?

most codes have an allowance for reduced frost protection if you are erecting your foundation on solid rock. more specifically see ibc 2006 1805.2.1 (if you are located in the us).
