retaining wall ontop of suspended slab

retaining wall ontop of suspended slab
hi guys,
this is my second question today, i have a precast concrete stormwater unit in the ground and i need to retain some soil above it. the lid slab of the precast unit is approximately 250mm (8") thick.
the retaining wall retains approximately 1200mm of soil (4') and is not traffickable.
what is the best way to take out the horizontal thrust from the wall. does anyone know of code provisions that allow me to consider the shear strength between the planes of the lid slab and the retaining wall footing, or should i anchor some shear studs to the lid slab before pouring the footing.
how about drilling in some (rebar) dowels to prevent sliding?
you might could use the friction coefficient to resist sliding but i would just use hooked rebar dowels (fy developed on each side of shear plane if using aci) to resist the sliding.
