use coped top and bottom flange plates (round cope at end to fit column and lap with flanges as required to fit bolts or welds)

if your in the states, see aisc's 'hollow structural sections connections manual'. most moment connection examples shown are for square or rectangular tube columns, but most can easily be adapted for use with round shapes.
