untopped steel decking
is an insulating concrete fill (perlite) over metal deck considered an untopped steel decking (asce 7-05, 12.3.1.1)?

if it (the concrete fill) possess structural properties, and composite action (with metal deck) can be attained through mechanical means, then it should be allowed to be considered as a topping material, though a weak one.
i wouldn't consider it topped. perlite can be chipped up with a ball point pen.
