how can i write an api in visual studio 2008 to sw2008?

yes you can. my book may help you its written entirely for sw2008 and vs2008. (link in sig below)
download the vs2005 template in the api downloads section and point the application to start for the debug configuration to the exe for swx2008.
i'm able to build/debug add-ins using vs2008 for swx2009 using that method.
