num entities in a block
is there a way to prеdict how many entities there are in a block?
and is there a way to prodict how many entities there are in a layer?

no. the only way to know how many entities are in a block is using iterator. note that iterator can return all entities or only those which were not erased.
to determine how many entities are on a layer you have to iterate through all blocks.
