oddbunderlayreference::explode hasn't implemention. you cannot explode underlayreference in autocad too.
we have oddbentity::explodegeometry. this method explodes entity via worlddraw call (creates array of dbentities created from worlddraw geometry output). but oddbunderlayreference rendering are implemented inside viewportdraw and worlddraw method is empty. so explodegeometry output array will be empty and you cannot use explodegeometry for explode of oddbunderlayreference.
i didn't find any one call functionality to resolve your task inside the toolkit. but you can implement your own 'explode' method similar to explodegeometry but for viewportdraw. here is only one moment - you should understand that viewportdraw requires view parameters (position, view direction...)
