af is flange area in this code, does it include compression and tension flange?
i can't find more commentary for it and the similar formula，af is compression flange area in aisc 89. so i want to make sure i didn't misunderstand.

i am pretty sure this is the compression flange since this is about "compensation" of the thin web by a sufficiently thick flange.

not familiar with s16, but on s06, just after the index there are definitions and notation sections. have you looked there?
