typical joints i place around 20 to 25 ft depending on wall thickness and reinforcing. i would try to avoid joints over openings, one reason so i wouldn't have a potential plane of differential movement in an eq directly over a window or door.
i usually place control joints in the 25 feet to 30 feet range. construction joints would then be every other joint or 50 to 60 feet. if it is a exterior retaining wall, i also provide an expansion joint at every 4th joint or 100 to 120 feet.
