默认 ductile failure requirement for anchor rods

ductile failure requirement for anchor rods
someone mentioned this in an earlier - that the code (either aisc 360-05 or ibc '06) requires the anchor rod capacity to be less than the concrete capacity to ensure a ductile failure mode.
can someone point me in the right direction as to where this is located in the code? i would like to read up on it, specifically if this requirement is for tension only or for shear also.
aci 318 appendix d, d.3.3.4. it applies to both tension and shear.
aci 318-05, d.3.1
also see:
this code doesn't "require" a ductile failure in all areas. in moderate to high seismic zones either the anchors or the attachement must be ductile. otherwise, the only other mention is in regards to phi factors used. anchors made of ductile steel get a better phi factors than anchors made of brittle steel (a193 b7)
