resistance of paving around existing pedestal
i am checking existing spread footing and with new loads eccentricity is bigger than half of the footing (e.g. resultant load is outside of footing). can resistance of the paving around pedestal be used to bring resultant force inside of footing? thank you very much. iv

if it is asphalt paving:
absolutely not!
if it is concrete paving:
sliding resistance maybe!(depends on details)
overturning absolutely not!
no. any type of pavement is subjected to deteration, damages, and removal, which could happen at anytime.
what causes an stable old footing to have such high ot? have you applied your load correctly? why not to modify the existing footing to accomodate the new loads? did you check the soil condition - is the bearing still within allowable?
a series of dowels to tie the foundation to the adjacent pavement may allow some sharing of overturning moment by vertical shear transfer. provision must be made to assure the pavement will remain intact for the life of the structure.
